No, that is not true, Buyers buying homes anywhere in Mexico that is not within 32 miles of the coast or 64 miles from the border—in other words, a place like San Miguel—can own fee-simple title, just like in the U.S. Only in coastal areas or borders, like Cabo San Lucas or Puerto Vallarta, are foreigners required to buy through a Fideicomiso, known as a bank trust or “nominee arrangement” (an IRS term).
